I'm not aware of any draconian Washington law in Oregon prohibiting a loaded rifle. For example, an Oregon CHL exempts you from a Portland ban on loaded rifles and magazines.This is the best I could find for OR:

(c) A person licensed to carry a concealed handgun.
(d) A person authorized to possess a loaded firearm while in or on a public building or court facility under ORS 166.370.
(e) An employee of the United States Department of Agriculture, acting within the scope of employment, who possesses a loaded firearm in the course of the lawful taking of wildlife.
(f) An honorably retired law enforcement officer, unless the person who is a retired law enforcement officer has been convicted of an offense that would make the person ineligible to obtain a concealed handgun license under ORS 166.291 and 166.292. (5) "Handgun" means any pistol or revolver using a fixed cartridge containing a propellant charge, primer and projectile, and designed to be aimed or fired otherwise than from the shoulder.
This defines what firearms a CHL covers. Oregon does not allow the concealment of other weapons (rifles, knives, etc.) That can be found in 166.2xx area of the statutes.
I still have to dig for the other statutes, that prohibit loaded firearms in a vehicle. I thought I had them saved in a folder on my computer. It will take a few days.
Might want to be careful about that. Most gun owners didn't vote for those laws and we're facing some severe BS here with Measure 114.
