Are these really not legal in Washington state?
Yup. Actually, threaded barrels that might accommodate any type of muzzle attachment as well. (HB1240)

Anything that would protect a shooters eyes, ears or cause them to shoot more accurately... diminishing the possibility of inadvertent damage/injury... is unlawful.

Odd, hu. 🤔

Is that pistol and rifle - I was honestly just talking to my wife about this earlier today and realized I wasn't sure if it was both or just pistols.

Technically, it is limited to semi-automatic rifles. However, it remains a gray area as to how WA will actually use it. Namely, they have deemed the "accessories" as not actually accessories, but assault weapon features designed to enable a firearm to act "like" a weapon designed for military use. Ergo, a so called "assault weapon".

So.... it is namely toward semi-auto rifles but the text of the law could easily include pistols that have features designed "like" those for military use if/when they might choose to. There's doesn't appear to be anything in the text that specifically excludes or exempts handguns.

IOW, it's for rifles because they say it's only for rifles... until they say it's for handguns too. 🤣

Odd indeed.
As an aside, what is a muzzle break? (That must be an excerpt from an unpolished draft of the bill.)

Turd Gargleson says my PSA Dagger is an assault weapon because of the threaded barrel.

I say he can choke to death on the fecal matter of a hemorrhagic wombat.
