I've used a Cut Above Pawn with good success and found them to be the cheapest in town. Only $20 out the door ($10 FFL fee and $10 OSP check).

Always make sure you actually call before you go with one shop. Make sure that the background is included or seperate. That may influence if you go with them or not.
