My personal opinion is that these acts sponsors know that these measures have little chance of standing up to SCOTUS scrutiny, but it is a political ploy to garner votes in the upcoming election season.

Hey, I agree with them, but I think they have a snowball's chance in hell of being upheld up on challenge in the courts.
