Fixed Filter section at top of classifieds can't be collapsed

Yesterday, when I first logged in, I could expand/collapse the filters section. Now I can't, and it takes up a considerable amount of precious screen real estate...
On a 1920x1080 monitor using Chrome browser, between the

1. site header,
2. the tabbed menu section,
3. the sub-menu,
4. the quick navigation,
5. the "section" header/explanation and "Post Thread" box,
6. the filters, and
7. the page numbers/navigation,

I can't actually see any thread titles without having to scroll down in the browser...

It just feels like there's a bit of white space that could be reduced and consolidated - like in #5, and between #6 and #7 (and also collapsing #7). Maybe even reducing #1 height a bit too?

We expanded it by default to let people know it's there. It'll be going back to the collapsed version soon

Re-enabled the collapsed form. I'll work on making the trigger stand out more when I get time.
