I'm in WA state and if I want to buy a semi automatic rifle from someone in OR can someone confirm the only two ways to do so are:
1. Have them go to an OR FFL and ship it to my WA FFL.
2. Have them cross state lines and meet me at a WA FFL near the OR/WA border.

Lastly, in any of those scenarios do I have to pay use/sales tax on the gun?
 
I am an Oregon resident and sold a semi-auto rifle to a Washington resident. I drove to Vancouver Washington to an FFL to complete the transaction. The Washington resident had to deal with the Washington rules.
 
OP does not appear to be asking how to avoid a legal transfer. Quite the opposite. Yes, seller can ship to a WA FFL. If gun arrives at WA FFL from a dealer FFL then the WA dealer must charge sales tax.
