I have a question on an FFL transfer from Washington to Oregon. I wanted to purchase a AR-15 lower from a guy in Washington, I live in Oregon. I told him I have an FFL person in Eugene and he could package this up and send it, non-common carrier, to my FFL.
He said his FFL person said that I could not do this through my FFL and I would have to travel to Washington to do this deal up there.
My question is "Why would I have to involve a Washington FFL, since it would sent to an FFL In Oregon. Does this mean that no one can do any transaction with an entity Washington without physically going to Washington (i.e. any mail order transaction).
