Don't know if it applies to an ASP, but when in the USCG, some of us (including myself) were trained in 'Arrest Techniques' for about 3-4 days. Take down, cuffs, etc., including non-collapsible batons. I assume that this would be a 'positive' defense.

That aside, bear in mind, that there is state law and then there are municipalities (like PDX and Mult. Co.) that have their own more restrictive laws. While the CHL override them for concealed handguns, I am not sure of the other laws, so I would assume that they don't, and if you intend to carry in those locales, you should also check their laws as well.
