So, what's wrong with .357 magnum, .45 ACP, 10 mm, .44 magnum,or .454 Casull? Just a few examples of proven threat stoppers? There are also the Magnum Research BFRs that should be adequate.

Both the 9 mm and .380 ACP have been decried in various forums as glorified mouse guns. They will be unlikely to stop a lunatic with just COM shots. Perhaps the carriers will be trained to just use head shots.

Concealability is a factor, as is over-penetration, or didn't that occur to you?
Today's ammunition advances have allowed the development of pretty devastating close-range rounds for both the .380 ACP and 9mm.
They'll be fine.
