Canton's internal affairs unit has investigated 16 complaints involving Harless dating back to 2000.

Only one reprimand given in 2003 and it was for switching off the dashcam during an excessive force encounter. Isn't that really the legal equivalent of withholding evidence? Apparently cops follow their own special laws in Ohio.
