I think it's because when the POWERS THAT BE in Oregon see the word "unconstitutional" their brain interprets it as "UN constitutional" and understand it as a mandate by the UN. Kinda the same way when they see the word "governmental" they interpret it as an instruction to Govern as if they're Mental.
