Let's not kidd ourselves. While I applaud them for releasing guns to those who we know will pass they have been creating BS fees for years, taking advantage of everyone going in there for a transfer and charging absolutely ridiculous prices for guns & ammo.
 
Got an instant approval this evening at J&B using my CHL and SSN. They were slammed but still great to work with. I was in and out in less than 15 min.

They were just putting out a handful of Glocks and a couple P365 pistols in case anybody is looking.
 
Addressed to all of our customers, Oregon gun owners, our fellow Oregon FFLs, and to firearms enthusiasts everywhere:

By now you are most likely aware that at 12am on Dec 8th the Oregon State Police will be requiring permits for firearms purchasing due to Measure 114. There have been numerous questions surrounding what will happen next. As of now on the FICS website there are currently ~ 4,100 purchasers in the CHL queue, and ~19,200 in the normal queue. Additionally we have over 50 clients who have been in a Delayed background check status indefinitely, 5 of which are still from 2020.

With queue numbers rapidly increasing daily as more and more Oregonians attempt to acquire firearms before their rights are restricted for the foreseeable future, by Dec 7th at 11:59pm we estimate that upwards of 30,000+ purchasers will be stuck in limbo with no way to take possession of their purchases.

This has created a situation where both businesses and customers are stuck in a no-win scenario. What happens to the hundreds of thousands of dollars spent in tied up purchases across the state? Will customers have their hard earned money tied up in pending sales indefinitely until a permitting system is in place? Will dealers have to refund significant earnings on inventory they can no longer sell and face even further financial issues than this bill will already cause? Many hold out hope for injunctions, lawsuits, stays, etc. Well hope is not a plan. Forced into a corner with an uncertain future we are enacting a nuclear option:

Effective immediately we will be releasing all firearms with pending background checks under the 3 day rule listed in [18 U.S.C. 922(t); 27 CFR 478.102(a)(2)].

This means that if 3 full business days have elapsed since we submitted your background check you are good to come in and pick up your firearm. Please note that it must be 3 full business days - this means if you submitted a check on Monday that went into the queue, after Tuesday, Wednesday, and Thursday have elapsed you may pick up your firearm on Friday.

Given that Dec 8th falls on a Thursday that means the last day we can submit your background check and still guarantee delivery by end of day on Dec 7th would be Thursday Dec 1st.

For those not in the queue and in a Delayed status please note NICS checks are only valid for 30 days, which means you will need to come into the shop for us to fill out a new 4473 to get you back into the queue.

We will of course work through our backlog of pending background checks to call and notify all of our customers as quickly as we can, but in the meantime please spread the word as much as possible on any platform you have access to.

We also invite and encourage all other Oregon FFLs to join us in adopting this policy. If this State wants to take us down we believe we should go out with a bang, not a whimper. After years of indefinite delays, cancellations, and now this assault on our rights & livelihoods it is time to stand together and tell the State and the FICS Unit enough is enough.

Based and freedom pilled. All FFLs not doing this should be ashamed of themselves. This is why I've bought many guns and done tons of consignments through J&B. All gun laws are an infringement on our natural rights.

They have the lowest fee that I know of in the area between Tigard and Wilsonville. Sunset Firearms is $40 for first firearm and $30 for each addittional. Tigard Pawn is $25 to $27 for first one and $15 for each addittional one.

I suggest you quit kidding yourself. $25 is a BS fee for a transfer? And that includes the BGC. You expect them to do it for free? They haven't changed that price for years. Obviously you haven't checked around much. Many places charge much more. Just did a FTF sale and transfer at another pawn shop. Buyer paid $40.

I was referring to the add on charge for photocopying your ID, and them forcing you to buy a lock and claiming it was the law before it actually was. But hey, you do you.

Their policy is spelled out on their website. And having to bring in a gun lock, OMG. I just keep one in my car. I've been doing transfers with them for years. And will continue to do so. Never had a problem.
 
Do serialized Glock frames transfer as Other the same as AR Lowers or as pistols requiring a Form 3310.4 for multiple units at one time?
Answer is no.

 
Here is something to think about. What if those who received their firearms based on 3 day rule are denied because they didn't have a permit to purchase? It is possible that background checks processed beginning Dec 8th will require a permit to purchase. When the operator procesess the background check they might have to mark it denied because of no permit. That would mean the firearm you picked up has to go back. Back to where who knows?

Shouldn't matter, I wouldn't think, as the transfer of ownership has already legally occurred under the current provisions of the law. The transfer occurred before the law went into effect.

Lets say your background check goes in on 12/30. FFL waits 72 business hours and it's still pending so they release the firearm to you on 12/5. OSP doesn't get to reviewing the background check until after 12/8 and deny it because you don't have a permit to purchase. It defies logic and common sense, but so does the rest of this.

I think the best answer is for all FFL's to be releasing things after 72-hours. Let's see them try and collect 20K firearms after the fact.

But since you already legally transferred ownership without the background check, as it was after 3 days, the BGC becomes essentially irrelevant, under current law. Thus the transfer occurs before 12/8/22.
