I believe that for ML hunts rifles are restricted to a single barrel. It is legal for rifle seasons though.This rifle is legal for ML hunts here in Oregon.

In Washington, both barrels can be "charged", but only one can be "capped" at a time. It is not considered loaded until it is capped.You cannot hunt with a black powder firearm with a revolving action.
There is no restriction on the number of barrels. So a double barrel muzzleloader is legal as long as bullet size is legal.
