There's accidents, then there's negligence.

I can't honestly think of a firearms discharge ever as an accident. If the operator did not intend to fire, it's negligence.

The definition of accident is the outcome of an action being something other than what you expected.

Negligence is taking an action without sufficient forethought or planning.

An accidental shooting is always accidental and most of the time negligent but it is never negligent without being accidental (or it would be intentional.)

One word indicates intent the other state of mind/action.
