I don't think this is any kind of national law, as they haven't been able to get anything like that passed through Congress at the federal level, rather this is them trying to find another way to get something passed everywhere by providing a basic template of how the law should read, so states can say "Oh, this looks good, let's use this template as a basis for laws we put through our own local state legislatures." He just trying to make it easier and faster for States to come up with these laws by doing some of the work for them.
 
I know Oregon has a red flag law already but what about the states that do not? Is this some sort of national red flag law?
No - the DOJ (Feds) have no authority to do that but it's a 'blueprint' for congress or other states to look to when adopting Red Flag Laws.

It's also quite unconstitutional as written and pointed out by the ILA-NRA rebuttal.
