Yes. As a general rule of thumb, one inch under the length of barrel will allow an MD to be installed/removed with the handguard in place. In this case 11.5". There options will work but the handguard must be installed after the MD and removed to allow access to the MD.

Depends what you're going for, they gave ya perfect info though! Some also intentionally have a longer handguard, typically suppressor or linear comp setups. Have one myself, compensator is only 1/2" out the end of handguard.

My ideal would be the midsize DD RIS-II GL/SSC, but they only made 125 of them, and the front-sight pocket version possibly only one or two prototypes.
If it's a kino setup with an fsb then you can get an m4 ris and have chopboss mill it to fit. He does rail shortening and milling for unique setups.
 
I bought the BCM 12.5" complete upper receiver group (from Bravo Company USA) and was wondering if their MCMR-13 handguard fits this barrel. Would the handguard protrude out past the barrel?
