Only five counties in NC require a hunting permit to take coyotes, in all other counties in NC no license or permit is required on public or private land. Basically, the only reason those counties are restricted is that the Wildlife agency released several red wolves in those counties and apparently they are easily confused with coyotes since they look similar.

Why in the world would you come here to ask that? Look up the hunting regulations for whatever area you are planning on hunting. Absolutely nothing you read here is going to stop you from getting a citation If you do something you're not supposed to be doing.
 
As has been said, you do need a license to hunt coyote, but there are no seasons and no bag limits. Search the regs for "unprotected mammals" which is in the small game hunting section.

 
Couldn't this have been solved by going to the appropriate agency's website instead of asking random people on the internet (said by a random person on the internet)?
 
Correct on the yes answer.

AND on a 'historical' note there was a time (in OR) IF you were seen carrying a gun in the NF and did NOT have a hunting license you could have been cited for 'hunting without a license' - but this was challenged long ago as it was never a specific law however I knew of two people 'back in the day' who were cited for it.

For years in Oregon, one could be charged for hunting without a license if in possession of a firearm during Big Game (deer, elk) season, but not possessing a Hunting License. That was changed probably 25 years ago.
