Why in the world would you come here to ask that? Look up the hunting regulations for whatever area you are planning on hunting. Absolutely nothing you read here is going to stop you from getting a citation If you do something you're not supposed to be doing.Since they are a non-game animal? thx.

For years in Oregon, one could be charged for hunting without a license if in possession of a firearm during Big Game (deer, elk) season, but not possessing a Hunting License. That was changed probably 25 years ago.Correct on the yes answer.
AND on a 'historical' note there was a time (in OR) IF you were seen carrying a gun in the NF and did NOT have a hunting license you could have been cited for 'hunting without a license' - but this was challenged long ago as it was never a specific law however I knew of two people 'back in the day' who were cited for it.
