The short answer is, It is legal for you to build your own firearm in WA as long as you are not a prohibited person. Also that firearm has to be legal in the state, no SBS, SBR, MG.

Here are the WA laws, Chapter 9.41 RCW: FIREARMS AND DANGEROUS WEAPONS Nothing in here says you can not, so that means it is legal.
