Uppers can be shipped and sold between the states is my understanding, as they are not a complete firearm and not requiring of registration/tracking like the lower receiver. If I am wrong about that someone let me know before I go and get myself in trouble.
 
Oh no it's perfectly legal, I was just wondering why you had put it under WTS in WA, and not OR if thats where you are?
