The Department of Homeland Security is to spend $19 million dollars on a private security force in Wisconsin and Minnesota, an armed unit that must have a “Top Secret” security clearance according to an official solicitation.

According to a solicitation posted on the Federal Business Opportunities website, the Federal Protective Service, a sub-agency of the DHS, intends to hire “armed Protective Security Officer (PSO) services at various locations throughout the states of Minnesota and Wisconsin.”

“The project will have a requirement for the contractor to have a Top Secret facility clearance by the start of performance,” states the FPS notice.

Unlike previous solicitations, which normally detail how the guards will be deployed to protect government buildings, the document does not divulge what role the armed security force will undertake.

The fact that the contractors being hired must have a “Top Secret” security clearance clearly suggests that the DHS is not merely seeking to hire armed guards, but Blackwater-style mercenaries who will be engaged in some kind of clandestine activity.

The notion of an armed security force operating domestically under a “Top Secret” designation, something normally reserved for foreign spying and military operations, underscores how the DHS increasingly treats America like some kind of occupied territory.

The hiring of private mercenaries with Top Secret clearances also suggests the DHS may be planning on using the contractors as cutouts who will be involved in a variety of different operations outside the purview of public and Congressional scrutiny.

For some, the idea of an ever-expanding federal government turning to a private security force with a “Top Secret” clearance will stir memories of Barack Obama’s pre-election promise to build “a civilian national security force that’s just as powerful, just as strong, just as well-funded (as the US military).”

The DHS’ purchase of over 1.6 billion rounds of ammunition over the course of the last 12 months has also prompted concerns that the feds are gearing up for trouble.

As we previously reported, the federal agency has spent large sums of money in recent weeks hiring large numbers of armed guards to protect government buildings, a development some have connected to the likelihood of civil unrest in America which could arise from food shortages linked to welfare cuts.

Fox News’ Neil Cavuto suggested that the Department of Homeland Security’s recent $80 million dollar outlay on armed guards to protect government buildings in upstate New York was related to potential food stamp riots.

The federal agency is also seeking to acquire 723,000 hours of armed guard services to protect government buildings in Arkansas and other areas.

The DHS also recently purchased half a million dollars worth of fully automatic pepper spray launchers and projectiles that are designed to be used during riot control situations.

TPTB no longer even attempt to hide their actions. I'm beginning to question if there will even be a midterm election, let alone a Presidential election in 2016. We are in the death throes of America as we knew it.
 
Wouldn't be the first time Blackwater ( whatever they've changed their name to) has been on DHS payroll. They were in New Orleans knocking down law abiding citizens doors after Katrina.

The fact that we even have DHS should be putting people up in arms, let alone any clandestine teams they're training.


What happens to citizens that get arrested/detained by DHS? Why does the Coast Guard fall under DHS? What is their primary focus (terrorist insurgency from abroad, localized threat assessments, or both)? Who do they report to? Isn't it already the job of the CIA and NSA to collect intel on possible terrorist threats and either report them for target assessment or brief the FBI to enforce it on US territory?

DHS may have been intended to help actually defend against terrorism, but it is slowly turning into the right hand of the Federal Government to be used against the American people.
 
eeeeh no fan of DHS here, but the tinfoil in that article is a bit too tight. The Feds have dozens, if not hundreds, of contracts with private security companies - for uniformed and plain clothes security for a variety of facilities. A lot of those security agents are armed. "Secret" and "Top Secret" security clearances are a normal requirement for a lot of posts - typically dealing with military installations or other highly sensitive facilities/projects. Most of the types they hire are former military and already have clearance. And seriously - there's a variety of jobs out there in the .mil that require a TS clearance - top secret isn't the clearance type that Hollyweird movies make it out to be. The really sensitive, secret crap is classified CSI - compartmentalized secret information - so that Joe Snuffy only sees a very tiny fraction of info, necessary to do his bit part, and has no idea about what Jim Snuffy or Larry Longneck are doing in the next cube over. Even if they broke secrecy and chatted with each other - there's very little chance of them sharing anything and putting the picture together. Imagine a 2000 piece puzzle - you give 2000 people one piece of the puzzle and they only get to look at their piece. They'll never know what the whole picture is. Very few people have access to the puzzle box, and know what the picture is supposed to be.

Anyone working around nukes has to have a TS clearance - including the MPs or civie security people that may have to work around them.

That DHS is soliciting for a private security contractor with people who hold, or who can get, a top secret clearance means very little. That they don't put the specific job info out there only means that it's a sensitive site or project they're tasking the agents with guarding. Seriously - private businesses do not make it publicly known what they are hiring security people to protect either. That's the whole point of secrecy, not that our typical government goons are really great at keeping secrets - the spooky, professional types are, but typical government seat warmers aren't. Office workers are very poor at keeping secrets. Publicity people aren't great at keeping secrets.

These security guards they're seeking could be doing anything from guarding dams to military bases to ports. Private security companies and guards are doing that all over the country. Here locally - private security people are responsible for patrolling and access control at places like Bonneville Dam, there are private security agents at a lot of military installations manning the access gates and doing perimeter patrols - they augment, or even replace military police and DOD police agents. When I arrived at Ft. Leonard Wood back in '02 - our bus was stopped at the main gate, and a private contract security agent boarded the bus to verify all the recruits ID, inspect baggage for contraband, etc before we were allowed on base. They had a mix of Army MP's, DOD cops, and private security officers patrolling the base.

There are also private security people that work at the social security administration, the federal building downtown, the federal courthouse downtown... rent-a-cops are cheaper, and the guys they hire for the armed gigs are typically retired service members or retired law enforcement.

Don't use the last of your wife's baking foil to make a hat with over this.
 
MKWerx hit on many of the points I was going to make, however let me make a few additions...

The "TS" clearance is the bottom of the barrel clearance you can have for working with lots of government stuff. More than a few places I worked when I was doing IT work required a TS clearance, what information did I have access to? Something that if I leaked it wouldn't even make the internet it's so boring. Fact of the matter was, everyone who worked in this facility had to have TS clearance, even the janitors. Just because some of the SCI (special compartmentalized information) in those facilities had defense applications.

Just because you have a TS clearance doesn't make you a JBT, even as a security guard. All they want to do is make sure you're not going to use your position to steal information that may be meaningless to you, but could be of huge industrial or defense interest to the chinese or russians. Ten years ago, research into 3d printing was covered by TS clearances, same thing with cell phone technologies.

So when the company I work for bids "__________" type work at "________", and we are required to have “________” security clearances, and all of the intrusive sphincter checking that goes with it, then it clearly suggests we are a bunch of Tier-1 badazz mo-foze who will be engaged in some kind of clandestine activity.

What will it take to awaken the sleepy mass consumers to wake up and realize the government and the evil government forces think we are the terrorists. No wonder this country is so messed up. To many people being told how to think by the TV they watch. Look at the picture ,who are the terrorists? The ones paid by the government checks.
