So the "US Military Experts" are somehow messing with a virus called the "californian flu" that has never been seen in the US before, causes a high fever that doesn't respond to treatment, even when just about every OTC NSAID will knock down every fever (fever is the body's response, not the virus's).

Given the lab opportunities available to the US government via the CDC and USAMRIID, plus the year plus of civil war in this region, and the notable corruption of the previous ukrainian governments. This doesn't even rise to the level of beard scratching, it's just a bold faced lie.

Chances are, it's some ghost story to keep conscript sentries up at night, and may be keep them off the vodka.
