Custom Flash suppressors

    Are there any laws regarding making your own flash suppressors? I want to mock up and test some design ideas I have on shorter barrels (AR15) and was going to add permanently attached, custom flash suppressors to keep a legal 16+ inch length. Just wasn't sure if there were any regulations on this.

    I was wondering originally because of this note on Noveske's website: "The Noveske KX3 is classified as a flash suppressor by the BATF FTB."

    I am guessing because they look like suppressor to untrained eyes.
