Does that mean the artist gets to repossess it?? Maybe make a lampshade??
Is the ME responsible for its safe removal or does the artist have to get it himself??
If the cop shot him in the neck is he responsible for destroying the artist's property??

For example, a painting enthusiast tells a store owner that he's willing to cover up the graffiti on the outside of the store for free. Maybe put a nice Jimi Hendrix mural over it. Store owner gives consent. Store owner can't cover or destroy that mural without the artists' consent.
