With the barrel less than 16" it would be a short barrel rifle with a stock. It is illegal to possess without proper registration. Legal to make into SBR with a form one submission and approval.
 
If you put a 16"+ barrel on it, you will be fine - it would not have to be NFA. Or you could have a pinned/silver soldered muzzle device attached to the 14" barrel to make it 16"+

Just make sure that you never have the barrel less than 16" on at the same time as the shoulder stock and that you always have the 16" barrel around when you have the shoulder stock.

You can go back and forth, from pistol to rifle to pistol too.

This. It's also why the SBA3 and SBA4 braces were a gamechanger for AR pistols because they use regular Carbine buffer tubes... pop two pins, take pistol upper off, drop rifle or carbine upper on, pull brace off, slide stock on, you've transitioned in all of about two minutes. Then reverse and you're back to pistol at same time.

Just remember, under 16" "permanent" barrel length means no stock, under 26" "permanent" overall length means no VFG's.

This. T/C won that case, once a rifle not always a rifle for a T/C.
 
A competent gunsmith can add a brake or an extension and permanently affix it to the barrel to exceed 16" and you can use that or just buy another barrel that's long enough.
