This is one of those classic BATF "gotcha" categories where the interpretation changes from place to place and time to time. I know someone who did two years in Federal prison over possession of an AR rifle and a plain, unattached, under 16" barrel. This was a while ago, thus the "from time to time" qualifier.

Also, he had stepped on the wrong toes and it was basically used as a hammer to punish him and get him to take a plea bargain rather than risk a longer sentence. The lesson being they can always find something if they really want to get you. The documentation recommended by previous comments is still a wise precaution, however. No need to make it too easy to be "gotten".
