I also carry the local fish cops cell number in my cell phone and report anything I see that needs to be addressed. i.e. Russian snaggers, tweakers breaking into cars, harrassment or violence resultant from same.

Great example of what I was getting at... If I were fishing and witnessed snaggers I would be furious!
