Sadly the are exactly correct. The guy did something stupid but, the way the law went after him will cause others to not report and or lie.
Decades back an armed Security guy went to a restaurant by me. He goes in the head to crap back when they still had tanks. He puts his pistol on the tank and forgets it. Later goes back and finds it's of course gone, reports it. I remember when reading it I of course had to laugh. Then thought if it was me? I would probably want to go out and break the window on my car and swear I left the gun in the car rather than tell them the truth.
