Idahos permitless carry has always confused me. The way I read it you dont need a permit outside of city limits but do inside.

I believe Arizona does the same thing.

Its still a confusing law. In section 3 it says you cant carry permitless except outside of city limits, then section 4 says section 3 doesnt prohibit you from carrying anywhere.
so 4 overrides 3 so everyones good to go... lol.

What you are reading is how the laws were before constitutional carry was passed. That may all still be on the books however not really relevant now.
There are still areas constitutional carry doesn't cover that an enhanced license will.
