One of the first 200 1076's as part of the "Red Handle" training program - per the letter "shipped on May 21, 1990 to the FBI Academy".

"Red Handle" is a term used to identify a weapon that has been deactivated so it can be safely used in defensive tactics training. So this is a reactivated training piece ?
 
Curious that a red handle weapon was issued to an agent. Red handle weapons are deactivated by removing the firing pin internals, permanently plugging the barrel to prevent chambering and then covering the whole thing with red paint. They are then used by students in classes ranging from defensive tactics to crime scene processing. For obvious reasons, retired pieces are normally selected for this treatment.
