I'm aware of the rule against bumping/btt threads in the Classifieds. In fact, I ask this because I don't wan to violate that rule.

I have a WTB ad. Someone replied to it with an offer. I posted a "PM sent" reply to that. As it turns out, the offer fell through, but the last activity in the topic could be construed to mean that I accepted it.

Is it OK at this time to put in a "Still looking" reply to that topic, or would that be considered an illegal bump?

If you put a new post to your thread within 7 days of your previous post, it would be an illegal bump. However, you CAN modify your previous posts without bumping. (Modifying posts does not send them to the top of the list and is not considered a bump.)
