CHL requirement change

I remember reading somewhere awhile back that OR was planning on changing the CHL requirements slightly in such a way that an OR CHL would be recognized in many other states. Is this true, when is this supposed to happen, and does anyone have the link to the original article? I can't seem to find it.

It looks like bills were introduced to allow other states chl's in Oregon. It is hoped that this will lead to Oregon chl's being allowed in other states.

I'm not familiar with the legal process in this state's government but I suppose this isn't something likely to be changed within the next 6 months or so then, eh? :/
