This may shed some light on the question....

ORS 166.210 Definitions.
(5) “Handgun” means any pistol or revolver using a fixed cartridge containing a propellant charge, primer and projectile, and designed to be aimed or fired otherwise than from the shoulder.

can one carry an Ar 15 pistol not rifle concealed in a backpack/BOB if they have a CHL.

I guess the real question is an AR pistol considered a handgun? as i know its not a rifle.

I'm in WA, I have an AK pistol that I sometimes carry in the car. I also carry a copy of the owners manual to show that it's called/considered a pistol just in case I'm questioned about it.

It actually doesn't matter.

166.250 Unlawful possession of firearms. (1) Except as otherwise provided in this section or ORS 166.260, 166.270, 166.274, 166.291, 166.292 or 166.410 to 166.470 or section 5, chapter 826, Oregon Laws 2009, a person commits the crime of unlawful possession of a firearm if the person knowingly:

(a) Carries any firearm concealed upon the person;

So concealed carry of ANY firearm is prohibited. Then there is this :

166.260 Persons not affected by ORS 166.250. (1) ORS 166.250 does not apply to or affect:

(h) A person who is licensed under ORS 166.291 and 166.292 to carry a concealed handgun.

Entire 166.250(1) is cancelled out by 166.260(1)(h) if you are licensed.

ORS 166.250(3) a pistol openly carried in a holster on the hip is not considered concealed

I concur with fd15k's assessment, the CHL seemingly covers both handguns and long guns.

I find it interesting that they were specific to call it a Concealed Handgun License rather than a Concealed Firearms License when it apparently does include long guns. Contrarily, they were specific enough not to call it a Concealed Weapons License because they wanted to specifically exclude concealed carry of the type of weapons described in 166.240 "Carrying of concealed weapons". Were one to apply the same logic, one could easily assume that the CHL only allows for concealed carry of handguns, and not long guns.

Lack of consistency and absolute clarity often causes misunderstandings, disputes, and unwanted interactions with law enforcement.
