If you want to cancel the purchase of a firearm, after the background check has been initiated but not cleared, how long before you are likely to see a refund come through? What fees are you likely to incur by canceling purchase?

Depends on the retailer. Like any other transaction refunds are up to their individual policy.
I'm seeing 10% "restock" or whatever and 25% penalty fee on custom orders, buyer responsible for return shipping. And they will drag their feet on the return. So think weeks instead of days before you see your money.

Most of our returns were for orders that sat unfilled for weeks before the customer changed their mind. There is a lot of bad customer service in this industry. Little or no communication and websites that date back to Al Gore.
 
Restocking fees would be expected, maybe freight charges too.

I have heard that if you are going to send a firearm back to do it before you fill out the 4473 or it might cause the firearm to be considered a used firearm at that point? Does simply initiating the background check make the firearm used or is it after the 4473 is approved?

Are any FFLs here charging a fee to cancel a background check if the buyer decides he wants the send the firearm back to the seller?
 
Once the 4473 is approved, it is considered used. Until the transfer is made, the gun is still on the books of the shop and still considered new (if it was new when ordered/purchased of course).
Refunds will vary depending on the shops practice, if the gun is one that can be easily sold to someone else. Also, your attitude and how you initially approach the issue will come into play. There is such a thing as the a**hole tax.

Can you say where those rules for considering the firearm used are laid out? That might make sense out of an FFL I had shipped my gun away before the BC could complete.

Wait, also for the NICS, the FBI says you can't cancel the check just because you no longer want the gun:
If the transaction is still in a delayed status and the potential transferee decides he or she no longer wants the firearm, the transaction should not be cancelled. The NICS Section will continue to process the transaction. The FFL must comply with record-keeping requirements.
Does that not apply here with OSP and the FICS?
