This has been going on for centuries actually - ever hear of the "Revenue Cutter Service" - the precursor to the USCG?

Civil Forfeiture has been going on for decades or more - but it really picked up when Reagan started the "War on Drugs" (again the USCG really cashed in on this - and later the "War on Terrorism").

Basically, the principle is that property, not being a person, has no rights.
