Short term maybe. Long term, the tactic is to collect data for eventual confiscation. Maybe not in my lifetime (less than 20 years left), but eventually.

The firearm industry has shown, time and time again, it can work around restrictions - arm braces, AR/AK "pistols", Shockwaves, binary triggers, etc.

The gov and the PTB are not stupid and they are playing the long game. They understand that eventually they will need to start disarming civilians at some point, and to get to that point, they need to know who has what. Registration is the means to that end. And yes, I understand the logistics of confiscation - that many will not comply - that does not mean that the gov will not try.

Couple with that with the scarcity of ammo, and how that may indeed continue into the future, depleting those ammo stores that some have in place. Less arms available (statistically anyway), most likely less ammo available equals a statistical reduced risk to go after the hardware itself via confiscation. It's the long game for sure...

The gov doesn't need to know who owns what, the sheeple will be happy to turn in guns and rat each other out, or the kids will rat out parents after gov't indoctrination centers, laughingly called schools, get done with them. Read the Gulag Archipeligo, the Commies just came in with loud speakers "Bring out your guns and turn them in!" When no one did, they raided houses until they found a gun, dragged the whole family out, beat them to death in the street, and then the guns came flooding out to be turned in, instead of to be used on the thugs. If every family targeted had just stood behind the door with a cast-iron skillet and beaned the jack-booted thug as they came in, soon Stalin would have run out of thugs, but they huddled in their house and waited to be dragged out in the street. "But the sheeple would be killed if they fought back!" Ummm..., you DO know they were all killed anyway, don't you? Die on your feet doing something, die on your knees by the grave you dug for yourself. Either way, you are dead, and I'm pretty sure which most of the sheeple will choose based on history.

"Turn in a gun and get a free video game!"...."free wi-fi for a week!'...." free six pack of beer!"..."loaf of bread!".... "clean water!"..."toilet paper!".... "pack of cigs"... there won't be a shot fired and all guns and ammo accounted for, even the ones lost in a boating accident.

Guns aren't hard to make, go look at all the zip guns at police depts, and the guns made in prisons. One prison has a fully functional M2 .50 BMG made by inmates in shop class! One part at a time and no one knew anything until it was assembled. The only problem? NO AMMO! AMMO is hard to make! Or to be specific, cartridge cases are hard to make. No cases, no ammo, no ammo, no guns, no guns, no freedom, no freedom, NY/NYC, Mich, Cali, OR, WA, DC...

Back in the late 1960s and 1970s, the 'crats (I was going to say "'rats", but didn't want to offend decent rodents) like Moynihan were going "there is a 200 year supply of guns in America, but only a 7 year supply of ammo! Cut off the ammo supply and there will be no guns and we can bring communism to Amerika without firing a shot!" Look at Commiefornia, first a federal law banning lead shot to protect ducks (as much as I dislike it, probably a good thing), then a state law banning lead bullets in anything in Commiefornia, then...., then.... then. Feel free to add the rest, I'm tired of listing all the stupid laws, like literally impossible to get permits needed to use your GOD-GIVEN RIGHTS, no mail order ammo sales, no going to another state and buying ammo, and the "ammo roadblocks" on the state border, etc. Feel free to add others like taxing you if you TRY to leave, taxing you AFTER you leave, safety cities for criminals, free everything for criminals, revolving doors on prisons (commit murder 1? Serve a WEEK and back out! Really. Go look it up.), etc.
