Real answer to the out flow from CA is in the article just below the KCRA article. Red Flag Warnings. The towns of Paradise and Magalia burned to the ground in 2018 (49,000 people displaced). Not to mention parts of Redding and Santa Rosa. Promises of major drought with water rationing and elevated fire risk in the West, Southwest has motivated many to find another State not so threatened.
