Any minority, whether ethnic or religious or political, are good examples. Criminals are often targeted because almost nobody likes criminals. Drug users. Anyone with unpopular opinion is targeted for censorship. Then once unpopular groups are successfully put down, the PTB move on to target some other group who is only somewhat less unpopular.

The old divide and conquer - with gun owners the PTB target the "criminals", then extreme far right and "militia" and so on. They divide the hunters from the people who have ARs and AKs, and so on.
