which rules? I have visited other states and bought C&R guns with my 03, not an issue, I have had guns shipped to me from out of state by private parties to my 03 address. Niether of these are an issue.

IF you have an 03FFL, then you have all the books and rules they send out, and will know you are allowed to deal in interstate buying/selling of C&R weapons.

If you don't have an 03FFL, then yes, the regular rules apply and you have to go through a regular 01FFL.
