Judging by the narrowness of the magazine, plus what looks to be a lengthwise slot down its middle, and that he had 1,300 rounds of ammunition on him, I'm guessing that the rifle is a .22.

The pictures I saw, displayed by the police, were of an MHR upper and a single-action reproduction.
The shooter (whom I don't think should be named, nor nick-named) had a history of mental illness and run ins with the law. Therefore, regardless of the weapon used, he was in possession illegally.
It did work! It kept the law abiding citizen from carrying.
