Whats funny is that the article fails to mention that BLM has the smallest budget of any government agency of natural resources, yet manages the most land. They aren't really a well funded agency. I don't know how they actually managed to afford a hummer, that part I actually find surprising, but out of any of the (non military) agencies, they are the ones who could actually find a use for one. But what I see here is yet another person who just wants to find a way to complain about the feds, and has no understanding of how natural resource management works.

Also the guy was convicted and in my opinion he is an idiot. Not saying it is right that the BLM has hummers or why they need them, but the guy in the story is a piece of work.
