Blackhawk rail

Hey folks! I recently found 2 sets of 2 Blackhawk rails for my AR platform at Walmart. I'm assuming that they're discontinued because I can't find them online and they were discounted. Anyway I go to put them on and I noticed that the base is thicket on one end than the other. One side about 1/8 in and the other 1/4 in our so. So if I was to mount say a laser it would not project straightforward from the firearm. But instead at a cant. I'm assuming this is not normal for rails and am wondering about the purpose behind it. Any info is most appreciated.

. & anything Walmart = Chinese Junk(cough)Crap .

edit-add .
...but I do admit I buy Oil and other motor fluids there in bulk. Will never buy anything firearms related at Walmart.

as much as I would like to think so it's not angled quite that much and it came in sets of 2...

I am a bit of a gear snob on my AR, I am just saying you probably wouldn't find anything named Blackhawk on or near mine.

Tried it on the original A2 hand guard. that's what they are for. Thanks for all the ideas guys.
