Visit the two local ham clubs. W7aia.org ia clark county amateur radio. Otvarc.org is tualatin valley amateur radio club. I am a local volunteer examiner for amateur radio and can vouch for both of these clubs.

Go here to learn about Vancouver's amateur radio club. You'll probably find info there about classes; if not, contact any club officer for info.
Go here to learn about the American Radio Relay League (ARRL), the largest national organization dedicated to amateur radio. Take a week or so to explore the many aspects of that site and you'll find all the information that you need (and more). They will even mail an introductory package to you.
