I generally agree with you, but there is also the concept of moving up in the world. When you make more money you gain the opportunity to move to a nicer neighborhood. There is political moving up as well. When you find you're living in a political cess pool it only makes sense to move up to a state where rationality still wins the day. But if a rat bastard moves from a cess pool state just to repeat their insanity and ruin a good state, that's unacceptable.
