Oregon has a form the buyer fills out then the sellers calls it in on an 800 number. Once approved the seller can keep the transaction number for reference. This protects the buyers personal info and proves to the buyer the gun is not stolen. It takes just a few minutes to complete. This type of transfer is used by non FFL sellers at gun shows too.
