Bad Judgement?

Shooting at a car as it pulls away because it ran over his foot? We'd get arrested in a second for that. And the original traffic stop was for driving illegally in the HOV lane.

Dunno. I read that the car and driver were later found, and the car was stolen.

That officer has some splainin to do. I'm sure it was an accident and not intentional!!

True, but at the time that information wasn't known, from what I read. And as he missed, the bullet had to travel somewhere. Kind of risky for that type of reaction. It wasn't like he sped away, turned around and was heading toward the officer. Just not sure that was a good decision to fire.

Overreaction given the information they had at the time (the article indicates that they discovered the vehicle was stolen after the fact.)

If he didn't hit his target, I wonder where the stray round went. On one hand, it's Renton. On the other, that's still a foolish thing to do.
