Yes, trunked. However, you can download the Scanner Radio app and listen to Washington county and Portland. It's free.

Scanner Radio App for your phone. Washington County Law Enforcement and others are on it for free. I pull up the one for Newberg when I see something is going down. No need for the old school scanners.
