Focusing on my Tikka long range project , so this has to go. Colt upper with heavy barrel (HBAR) profile. Lower is outfitted with ALG ACT trigger,Radian selector switch, and Magpul handguard. Comes with original Colt handguard as well.

A Colt LE6920 upper would have a flat top and a 1/7 twist M4 contour barrel.

Looks like those boxes from Oregon Rifle Works came from 6920 uppers (flat top uppers) and were swapped out with old used R6721 uppers from a PD trade in program that probably wanted to upgrade their rifles. So no, that is not a 6920 upper but just came in a 6920 box after the swap was made.
