AR upper receiver

I have a Carbon 15 but it has a raised rail on the upper receiver seen here. This causes my scope, when mounted to hit on the rear sight since it can't be removed.

I can order a Carbon 15 flat top upper receiver (stripped) from Bushmaster for $160, <broken link removed> . My question is, will this be all I need seeing as how I have all the parts from my current upper? Also will it take a gunsmith to swap the parts, i.e. barrel?
