Under 1639, AR pistols are not included as "semi-automatic assault rifles." (I assume that is what you mean by "SAR.")

They are teated as any other handgun.

Handguns have had the HIPAA waiver long before 1639 was even proposed.

I need to go back to the text, but I believe that pre 1639, the check could happen at the time of purchase. Post 1639 requires them to access HIPPA at least annually, and provides a check basically whenever they feel a need.

I may be wrong. If anyone has info, please post.
