Anyone think Obama will act on guns by Executive Order?

There is a short period before they gear up for the '16 elections, including the United Nations firearms treaty that is supposed to go into effect Dec. 23, although signed it isn't a done deal. It would require a national database that stores information on all sales and transfers of firearms.
I read that Obama could push this through by Executive Order by the end of the year.
